The Construction Safety Officer (CSO) assists in the implementation of the BA Blacktop Health, Safety, and Environmental Systems.

  • Assist in the implementation, maintenance, and continual improvement of the Corporate Safety, Environment and Business Management Systems

JOB PURPOSE

The Grade Foreman is the first in command under the supervision of the Superintendent and oversees the execution of work on the job site.

 

KEY TASKS AND RESPONSIBILITIES

 

Site Safety

  • Maintain a high level of safety and liability awareness at all times
  • Perform and lead daily work plans with crews
  • Perform detailed Monthly work site Safety Inspections
  • Make sure all crew members wear and maintain their PPEs at all times and according to specific tasks
  • Ensure that safety procedures in accordance with the company’s OH&S manual and WorkSafeBC Regulations are being followed
  • Identify and inform crew members of potential hazards daily or as required by the changing worksite
  • Ensure that all work is carried out in a safe manner while considering risks and potential liabilities
  • Report in a detailed manner all incidents/accidents/Near Misses and be an active Participation in the investigation process

 Job Site Operation

  • Ensure work order and all necessary information is provided prior to commencing work
  • Review work orders and fully understand the scope of work and timelines
  • Review project requirements (quantities, cost codes, production rate, drawings …) with Superintendent
  • Perform or verify project survey/layout as necessary
  • Monitor material quantities and production rates on a continuous basis

 Cordinate/Schedule Onsite Work

  • Inform all workers on site of the schedule
  • Lead/organize/give specific instructions to the crew on a daily basis, as tasks may vary day to day on a job site. Organize what is needed for the work site, such as trucks, equipment, materials, and sub-contractors (flaggers, surveyors, utility subcontractors,…) quality requirements are met
  • Supervise all aspects of the daily and weekly operations
  • Monitor work progress and ensure scheduled deadlines are met

Quality of Work

  • Ensure quality requirements are met
  • Address/Correct all deficiencies as early as possible. Communicate all deficiencies with Superintendent.
  • Report deficiencies through the NCR process

Training and Development

  • Monitor, train and develop crew members
  • Ensure new/young workers are trained prior to complete the New Worker Program

Equipment Management

  • Provide all necessary material/equipment to operators to perform daily equipment maintenance
  • Ensure equipment operators perform daily maintenance, fueling, greasing, fluid level checks, and overall condition checks of equipment on a daily basis
  • Ensure operators complete detailed DFERS on a daily basis/Ensure vehicle drivers complete detailed Pre-trips on a daily basis

The Project Coordinator assists the Project Manager in design and construction-related activities to aid in successful job completion while meeting safety and quality standards.

Key Tasks and Responsibilities

  • Preplan and schedule project activities on a daily to weekly basis as required
  • Implement the project Quality Management System by acting as lead quality coordinator
  • Create a safe site and working environment by promoting safe working methods
  • Record meeting minutes for the foremen’s meeting, construction coordination, and property restoration

  • They also aid the project manager in tracking costs and meeting the project budget.
  • The task list is reviewed with the project manager periodically (eg. weekly, semi-weekly) to ensure work is on track and schedule and the project manager has a good understanding of the work completed.

BA Blacktop Ltd. is currently seeking a team-oriented, self-motivated and dedicated individual to join our Operations Team as a Project Manager.

The Project Manager is in charge of the construction and execution of all assigned projects with assistance of available resources including Superintendents and Project Coordinators or larger projects. They coordinate plans and supervise field staff, subcontractors and craft activities for their projects. The Project Manager maintains liaison with other departments to assure all required materials, equipment and inspections are in place to support the project schedules. The Project Manager updates and is responsible for the budget and the schedule of their projects. They distribute department resources fairly amongst all department projects and communicate with other departments for needs or availability of resources. The Project Manager prioritizes and optimizes use of company owned equipment to rental equipment.

 

Key Tasks and Responsibilities

  • Chair the bid handover meeting on all their assigned projects except for Level A projects of value below $100K where PM ensures bid handover meeting is held between relevant Superintendent and Estimator.
  • Prior to construction, establishes with relevant Superintendent construction schedule, project objectives and goals commensurate with contract requirements, budget, and company policy. Reviews with Division Manager for all level B and C projects and submits comments on detail budget, time restraints, cost codes, and purchase control. Establishes job organization for field supervision.
  • Reviews adequacy of project insurance, including Builder’s Risk, subcontractor Certificates of Insurance, and specific insurance on appropriate project.  Assures that permitting requirements have been obtained.
  • Prepares and schedules project activities with Superintendent on a daily to weekly basis as required. 
  • Updates detailed progress schedules, conducts pre-construction and construction meeting related to execution planning of major construction activities and sequences.  Constantly verifies material and resource delivery requirements, including shop drawing submittals, and assures adequate flow as not to impede progress.
  • Monitor with Superintendent costs and production rates on daily to weekly basis as required to ensure budget goals are followed. Adjust resources or working conditions as needed to optimize project results.
  • Prepares progress payment requests with Superintendent and reviews for validation before submittal to the Owner’s representative and/or Engineer’s approval prior to submitting for payment.  Oversees pay requisition submittals, and monitors receivables and collections of the project.  Responsible for closeout and warranty of the project.
  • Identifies any extra work requested by the Owner, or occasioned by job conditions, work directed which is beyond the original estimate of contract documents and follow contractual process to ensure payment of out-of-scope work.
  • Assures prompt responses to change orders including follow-up insistence of timely Owner action.  Responsible for prompt written action to contractual required notices and responses, assuring preservation of Company interests.  Assures written correspondence to all parties of actions anticipated of interpretations relied upon by the Company.
  • Being responsible for supervision of day-to-day quality control of company performed work and subcontractor’s work, and for compliance with contract requirements.
  • Relay relevant information from higher ups and company policy updates to their staff.
  • Assigns department resources fairly amongst department projects. Communicate with other departments on resources availability or needs. Optimizes use of company owned equipment.
  • Update Production schedule
  • Represents ethically and professionally the company in all interactions with clients, vendors, subcontractors, and colleagues.
  • Strictly follows WorkSafeBC Standards (eg. OHS regulations, Worker’s Compensation Act, Employment Standards Act), OFA III, and have adherence to company health and safety policy in the workplace.
  • Check Estimating Budget and prepares PM Budget for review by Ops Manager, Validate PM Budget, be responsible for Last Updated Budget in Kheops and its variations, and issue subcontracts, DB agreements and purchase orders for its project

JOB PURPOSE

The Project Superintendent is responsible for planning, scheduling, and executing construction operations. They assure projects are constructed in accordance with company safety programs, contract documents, budget, customer’s construction schedule needs, and conform to the plans and specifications.

 

KEY TASKS AND RESPONSIBILITIES

 

Site Safety Standards

  • Have a strong knowledge of WorkSafeBC Regulations
  • Prepare and send Notice of Project
  • Participate actively in Pre-Job Hazard Assessment and First Aid Assessment in collaboration with the Safety Department
  • Participate in the development of Safety procedures for specific job tasks in collaboration with the Safety Department
  • Perform monthly safety tours
  • Review and validate project safety reports (inspections, daily workplans)
  • Identify and communicate potential hazards with foremen and crews
  • Ensure that safety procedures in accordance with the Prime Contractor, BA OH&S manual, and Work Safe are being followed
  • Ensure that all work is carried out in a safe manner while considering risks and potential liabilities

  • Review contract documents, the scope of work, drawings, and specifications prior to starting a new job site.
  • Review project bid documents and budget in detail with the estimator and/or project manager. Participate in job cost codes set-up.
  • For medium to large projects, participate actively in pre-construction transition meetings.
  • Prepare and give all necessary information to foremen (Work Order, Drawings, Cost codes, schedule…).
  • Schedule foreman, crew members, operators, and equipment requirements with General Superintendent or Field Operations Manager.
  • Schedule Paving, Milling, and Concrete crews with Paving, Milling, and Concrete Superintendents as early as possible.
  • Update the Outlook paving schedule as required, including the type of mix, quantities, timeline, and production rates.
  • Schedule, coordinate and negotiate with subcontractors and material suppliers.
  • Ensure all necessary permits are obtained.
  • Direct and coordinate construction operations, construction methods and techniques, and overall planning of assigned projects.
  • Prepare project schedule. Maintain 3 weekly look-ahead schedule.
  • Maintain regular, clear, and open communication lines with customers. Document communications through meeting minutes, emails, notes in a diary.
  • Participate in weekly/regular job site meetings.
  • Review, verify and correct daily/weekly and monthly job costs in Kheops.
  • Review cost code budgets and job budgets on a regular basis. Take corrective actions accordingly. Be proactive and communicate results regularly with the Project Manager, Estimators, General Superintendent and/or Field Operations Manager.
  • Ensure that Extra Works, Change Orders, and Force Account Works are discussed early with customers and documented prior to performing the work.
  • Prepare monthly project billing in collaboration with Project Managers and/or Estimators.
  • Verify the accuracy of billing prior to submittal.
  • Submit all monthly invoices prior to the 15th of the following month or earlier.
  • Review, correct, and approve suppliers’ and subcontractors’ invoices.
  • Participate in the Field Operations meeting.

Planning and Coordinating

  • Communicate and discuss the schedule with foremen and sub-contractors regularly.
  • Lead/organize/give specific instructions to the site foremen on a daily/weekly basis.
  • Organize what is needed for the work site, such as trucks, equipment, materials, and sub-contractors (flaggers, surveyors, utility subcontractors, etc.) in close collaboration with the site foreman.
  • Supervise all aspects of the daily and weekly operations.
  • Monitor work progress and ensure scheduled deadlines are met.

Quality of Work

  • Ensure that the quality control plan is followed.
  • Ensure that Quality Control Testing is scheduled as per the project requirements.
  • Ensure/Verify quality requirements are met.

Training and Development

  • Lead, monitor, train and develop site foreman and crew members.

  • Schedule equipment requirements with the Operations Manager.
  • Verify equipment operators perform daily maintenance, fueling, greasing, fluid level checks, and overall condition checks of equipment.
  • Verify operators complete detailed DFERS on a daily basis/Verify vehicle drivers complete detailed Pre-trips on a daily basis.
  • Communicate equipment issues and breakdowns with the equipment department.

Reporting and Record Keeping

  • Collect, review, and correct Daily Quantity Reports and Extra Work Orders from foremen on a daily basis.
  • Review foreman paperwork and papyrus timesheets on a daily basis. Integrate reports in papyrus – 48 hours window.
  • Review and sign foremen’s daily work plans and monthly safety inspections.
  • Keep daily notes of work site activities, conversations, issues, and specific instructions in a diary.

  • Roller Operator
  • Screed Operator

Applicants must:

  • Experience or knowledge in road construction would be an asset.
  • Willing to work flexible hours and overtime in various locations.
  • Have a valid driver's license to travel to and from the work site (as well as operate company vehicles).
  • Meet all Safety employment requirements and adhere to all company polices and procedures.
