With the administration of its management team, BA Blacktop continues to be a viable and reputable business in today’s highly competitive market.
President and CEO
Kim Percy has accumulated a diverse background in all aspects of Road and Infrastructure Construction over the past 48 years and is a recipient of the Canadian Construction Association’s Gold Seal Certification for Road-Building and Heavy Construction. Kim joined the BA Blacktop Group of Companies in 1985 and since that time has overseen the successful completion of numerous projects, including highways, bridges, roads, airports, terminals and ports for a wide variety of government and private sector clients under both traditional and design-build construction models.
In 2014, with the acquisition of Imperial Paving by Eurovia Canada, he became President of Imperial Paving, where he directed the company's business activities and worked to develop corporate efficiencies with other local entities in the Eurovia organization. 2016 witnessed the horizontal amalgamation of the two Eurovia Canada Inc. subsidiary companies under the BA Blacktop Ltd. banner, with Kim being appointed President & CEO.
Senior V-P and COO
Martin Logan-Hill joined the BC Delegation of Eurovia Companies as an Estimator in 1998, was promoted to Bid Manager in 2011, and to Vice-President in 2015. Martin has over 30 years of experience in pavement evaluation, rehabilitation methods, quality control, quality assurance and major and municipal level construction in Canada and the United Kingdom.
As Senior VP and COO Martin is instrumental in designing and implementing business strategies, plans and procedures. He works with the CEO to drive extensive and sustainable growth.
Pascal Hirsig started working at BA Blacktop Ltd. in 1992 as a Junior Accountant. In 1996 Pascal obtained his CGA designation and was promoted to Controller. He later became Director of Finance and since 2011 he has been the CFO at BA Blacktop Ltd. Pascal’s areas of expertise include accounting, financial analysis, treasury, budgeting and shareholder/JV agreements.
V-P, Project Procurement & Delivery
Jesse Percy has an extensive history with BA Blacktop, and from 2015-2017 was Manager of Design-Build, Transportation and Infrastructure. He was promoted to Vice-President, Project Procurement & Delivery in 2018, where he is responsible for executive-level leadership, managing and leading pursuits of new opportunities. He also provides direction in the execution of major transportation infrastructure, Design-Build and ECI projects.
V-P, Operations (Greater Vancouver)
Emmanuel Rose has been with our parent company, Eurovia, since 2002. He joined BA Blacktop Group of Companies Ltd. as Project Manager in 2009, was promoted to Operations Manager in 2013, and became Vice-President, Field Operations for the Greater Vancouver Area in 2015.
Emmanuel has extensive civil engineering training, complemented by more than 12 years of experience in the construction industry internationally, including management of small to mid-sized road construction projects and large asphalt paving projects.
V-P, Operations (Fraser Valley Area)
Rob Telfer was hired by BA Blacktop’s subsidiary, Martens Asphalt Ltd., in 1999 as General Superintendent and was promoted to Manager in 2009. In 2015, he became Vice -President of Field Operations for the Fraser Valley area. Over the past 36 years, he has accumulated a diverse background in road construction, paving and design-build projects.
Rob oversees all operations at Eurovia BC, including the preparation of project tenders, municipal improvement projects, private projects and specialty projects.
Manager, Sunshine Coast
Les Riczu joined BA Blacktop Ltd. as Project Superintendent in 1995. After successful completion of many large scale projects in the Vancouver area, Les was promoted to Manager of the Sunshine Coast offices in 1996. Les began his career in the road building industry in 1972 and has experience in numerous roles in the construction industry including labourer, operator, foreman, estimator, superintendent and manager.
Manager, Field Operations GVA
With BA since 1997, Murray has gathered a wealth of experience, overseeing the successful completion of several projects, including highways, bridges, roads, rail improvements, airports, underground services, electrical installations and port container terminal improvements delivered under both traditional and design-build construction models. Murray’s expertise extends to supervision of all traditional construction techniques, as well as specialized activities such as installation of foamed asphalt and unique port rail, and airport surfaces. Murray possesses superior communication skills, understands all aspects of the design-build process from design through to completion and possesses a thorough knowledge of traditionally tendered capital works projects.
Manager, Field Operations FVA
As the Manager of Field Operations, Lyle is responsible for the successful completion of many of the firm's contracts. With over 20 years of experience in bridge construction projects in British Columbia, Lyle brings a wealth of knowledge to each project he is involved with, in both traditional and design-build contracts.
Lyle’s responsibilities include oversight of day-to-day operations; strategic planning; estimating, proposal/bid preparation for project procurement; planning for asset allocation; project management; management of equipment procurement and disposal; oversight of labour relations matters; oversight of the Occupational Health and Safety program; and construction engineering.
Manager, Transportation & Infrastructure
Christophe Baretta is a Manager with over 17 years of experience, overseeing many major transportation infrastructure projects in North America and Europe. With a civil engineering degree, Christophe possesses a high level of technical expertise in civil design and construction. Christophe has managed a variety of civil projects including roadway, utility, and bridge projects many of which have had complex environmental considerations and required management of multiple stakeholders.
As Manager of the Transportation & Infrastructure group, Christophe provides overall direction to the T&I project teams within the BA Blacktop Group of Companies. He has direct responsibility for Quality Management on BA Blacktop Ltd.projects, including developing and maintaining our ISO 9001:2008 compliant Quality Management Plan for all civil construction projects.
