Employing an effective management team has been the key contributing factor of BA Blacktop’s long-term success over the last several decades; each manager brings valuable experience and a diverse background in areas such as safety innovation, financial management, operations and employee training. With the administration of its management team, BA Blacktop continues to be a viable and reputable business in today’s highly competitive market.
Kim Percy, President and CEO
Kim Percy has accumulated a diverse background in all aspects of Road and Infrastructure Construction over the past 39 years and is a recipient of the Canadian Construction Association’s Gold Seal Certification for Road-Building and Heavy Construction.
Kim joined the BA Blacktop Group of Companies in 1985 and was instrumental in the construction of many of BA’s General Contracts from 1985 to 1992. He spent eight years in Chilliwack as Manager with BA.’s subsidiary, Martens Asphalt Ltd., before returning to the North Vancouver office as Operations Manager for the BA Blacktop Group of Companies in 2000. In 2010, Kim was named Vice President and COO, overseeing all construction related activities within the group. Kim has overseen the successful completion of numerous projects, including highways, bridges, roads, airports, terminals and ports for a wide variety of government and private sector clients under both traditional and design-build construction models.
In 2014, with the acquisition of Imperial Paving by Eurovia Canada, Kim Percy became President of Imperial Paving, where he directed the company's business activities and worked to develop corporate efficiencies with other local entities in the Eurovia organization. 2016 witnessed the horizontal amalgamation of the two Eurovia Canada Inc. subsidiary companies under the BA Blacktop Ltd. banner, with Kim being appointed President & CEO.
Pascal Hirsig, CFO
Pascal Hirsig started working at BA Blacktop Ltd. in 1992 as a Junior Accountant. In 1996 Pascal obtained his CGA designation and was promoted to Controller. He later became Director of Finance and since 2011 he has been the CFO at BA Blacktop Ltd. Pascal’s areas of expertise include accounting, financial analysis, treasury, budgeting and shareholder/JV agreements.
Simon Daniels, V-P, Transportation and Infrastructure
Simon Daniels joined the BA Blacktop Group of Companies Ltd. as Manager of Design-Build, Transportation and Infrastructure, in 2011. He was promoted to Vice-President, Transportation and Infrastructure in 2015, where he is responsible for the initiation, execution and commissioning of major industrial and transportation infrastructure, Design-Build and ECI projects....
Simon has over 17 years of experience with Project Management, Design and Construction Management of major industrial and municipal projects. His previous responsibilities range from project development and capital budgeting, through management of engineering and procurement, to construction management and project commissioning.
Martin Logan-Hill, V-P, Project Acquisitions
Martin Logan-Hill joined the BA Blacktop Group of Companies Ltd. as an Estimator in 1998, was promoted to Bid Manager in 2011, and to Vice-President in 2015. Martin has over 23 years of experience in pavement evaluation, rehabilitation methods, quality control, quality assurance and major and municipal level construction in Canada, United Kingdom and South Korea....
In Martin’s current role as Vice-President, Project Acquisitions, he evaluates current and upcoming opportunities and provides overall direction to the estimating efforts of the BA Blacktop Group of Companies.
Emmanuel Rose, V-P, Field Operations (Greater Vancouver)
Emmanuel Rose has been with our parent company, Eurovia, since 2002. He joined BA Blacktop Group of Companies Ltd. as Project Manager in 2009, was promoted to Operations Manager in 2015, and became Vice-President, Field Operations for the Greater Vancouver Area in 2015.
Emmanuel has extensive civil engineering training, complemented by more than 12 years of experience in the construction industry internationally, including management of small to mid-sized road construction projects and large asphalt paving projects.
Rob Telfer, V-P, Field Operations (Fraser Valley Area)
Rob Telfer was hired by BA Blacktop’s subsidiary, Martens Asphalt Ltd., in 1999 as General Superintendent and was promoted to Manager in 2009. In 2015, he became Vice -President of Field Operations for the Fraser Valley area. Over the past 36 years, he has accumulated a diverse background in road construction, paving and design-build projects....
Rob oversees all operations at Eurovia BC, including the preparation of project tenders, municipal improvement projects, private projects and specialty projects.
Jesse Percy, Design-Build Manager
With BA since 1995, Jesse has gathered a wealth of experience, overseeing activities such as earthworks, roadworks, bridge construction, underground utilities, electrical installations, airport runway and container terminal improvements, with Municipal, Ministry of Transportation and private sector construction projects....
As Design-Build Manager, Jesse provides overall direction to the Design-Build project teams within the BA Blacktop Group of Companies. He has direct responsibility for Quality Management on BA Blacktop Ltd.projects, including developing and maintaining our ISO 9001:2008 compliant Quality Management Plan for all civil construction projects.
Les Riczu, Manager, Sunshine Coast
Les Riczu joined BA Blacktop Ltd. as Project Superintendent in 1995. After successful completion of many large scale projects in the Vancouver area, Les was promoted to Manager of the Sunshine Coast offices in 1996. Les began his career in the road building industry in 1972 and has experience in numerous roles in the construction industry including labourer, operator, foreman, estimator, superintendent and manager.
Murray Pike , Manager, Field Operations GVA
With BA since 1997, Murray has gathered a wealth of experience, overseeing the successful completion of several projects, including highways, bridges, roads, rail improvements, airports, underground services, electrical installations and port container terminal improvements delivered under both traditional and design-build construction models.
Tim Stewart, Manager, Field Operations FVA
Tim has over twenty-three years’ experience in the fields of project management and estimating.
His specific expertise in expediting, scheduling and cost control of paving and road reconstruction, proves invaluable on every job.
Tim has proven abilities as Team Player with established leadership skills, a conscientious work ethic and strong planning and organizational skills. In 2015 he was named as Manager, Field Operations for the Fraser Valley Area.
Lyle Johnson, Manager, Coquitlam Ridge Constructors
As the Manager of Coquitlam Ridge Contructors, Lyle is responsible for the successful completion of many of the firm's contracts. With over 20 years of experience in bridge construction projects in British Columbia, Lyle brings a wealth of knowledge to each project he is involved with, in both traditional and design-build contracts....
Lyle’s responsibilities include oversight of day-to-day operations; strategic planning; estimating, proposal/bid preparation for project procurement; planning for asset allocation; project management; management of equipment procurement and disposal; oversight of labour relations matters; oversight of the Occupational Health and Safety program; and construction engineering.
